Kelli Nomura | Chief Executive Officer

International Community Health Services Chief Executive Officer Kelli Nomura leads our organization with an unwavering commitment to the patients, families, and communities that ICHS is privileged to serve.

Since her appointment by the ICHS Board of Directors to the position of CEO in 2022, Kelli has worked alongside our deeply dedicated team of care providers, staff, and partners to ensure high-quality, culturally responsive care remains accessible to all — no matter a person’s income, insurance, language, or background. Kelli is driven by the fundamental belief that health care is a human right, and every person deserves access to care that honors their dignity, culture, and lived experience.

Kelli’s relationship with ICHS spans more than a decade. Before becoming our CEO, she served on the ICHS Board of Directors, where she chaired the Community Relations and Advocacy Committee and co-chaired the Strategic Planning Committee. These experiences deepened her belief in the vital role that community health centers play as trusted anchors of hope, equity, and belonging.

Prior to joining ICHS full-time, Kelli led King County’s Behavioral Health and Recovery Division where she oversaw mental health, substance use disorder services, crisis response, and regional coordination of behavioral health care for people of all ages. Across her 35-year career in behavioral health and public service, Kelli remained focused on expanding access, supporting recovery, and building systems of care that meet people where they are.

Kelli holds a Master of Business Administration and a Bachelor of Science in Psychology, both from the University of Washington. She remains grounded in the belief that health care is a partnership rooted in trust, cultural humility, and the shared responsibility to help every person live their healthiest life.

Jeffrey Gibbs | Chief Health Officer

Jeffrey Gibbs

Jeffrey Gibbs, MD, MHA, has been serving as the Chief Health Officer at ICHS since December 2024. Prior to this role, he spent nearly eight years as the Quality Improvement Medical Director at Sea Mar Community Health Centers. Before transitioning to full-time medical leadership, Dr. Gibbs dedicated two decades to practicing cardiology. Throughout his career, he has been deeply committed to ensuring that every patient receives care that is both compassionate and of the highest quality. He is passionate about fostering an environment where excellence in care is prioritized, consistently advocating for and establishing elevated standards to deliver exceptional and empathetic health care for all. Dr. Gibbs earned his medical degree from the Medical College of Wisconsin, followed by an internal medicine residency at the University of Minnesota. He later returned to the Medical College of Wisconsin to complete his cardiology fellowship. He is board-certified in internal medicine and continues to uphold this certification. In 2014, Dr. Gibbs further enhanced his expertise by obtaining a Master of Health Administration (MHA) degree from the University of Washington.

Samantha Lee-Chiu | Chief Dental Officer

Samantha Lee-Chiu

Samantha Lee-Chiu, DDS has served as ICHS’ chief dental officer since April 2020 after first joining ICHS as the Bellevue Clinic assistant dental director in 2018. Prior to that, she was with Neighborcare Health for 14 years as a practitioner performing comprehensive dentistry, diagnosing, preventative, restorative, periodontics, endodontic and prosthodontics. Dr. Lee-Chiu received her Doctor of Dental Surgery in 2001 from the University of Washington, School of Dentistry. Her BS in zoology was also with the University of Washington.

Hermes Shahbazian | Chief Financial Officer

Hermes Shahbazian

Hermes Shahbazian brings more than 30 years of health care financial management experience to his role at ICHS, with emphasis in leadership, strategic planning, operational management and team building. He has a master’s in public administration/finance from Seattle University and a bachelor of science in business administration/accounting from California State University, Los Angeles.

Jade East | Chief Operations Officer

Jade East has over 15 years of experience in health care operations within Federally Qualified Health Centers on the West Coast. As a relational leader, he has collaborated with teams to enhance operational efficiencies, foster growth, and support organizational development. His passion for community health stems from the opportunity to collaborate with a wide range of stakeholders—including board members, clinicians, community leaders, and staff—all united in the mission to enhance community health and wellbeing. Throughout his career, Jade has excelled in driving organizational change and fostering innovation. Whether implementing new technologies, launching innovative programs, or expanding services to underserved populations, he works closely with both internal and external partners to adapt to an ever evolving health care landscape and work toward positive transformation. Jade holds an MBA from George Washington University and is currently pursuing a PhD at Gonzaga University.

Nam-Phuong Hong | Chief Information Officer

Nam-Phuong Hong brings two decades of expertise at the intersection of healthcare and information technology. Born and raised in the Greater Seattle area, Nam-Phuong is an alumna of the University of Washington, where she earned a Master’s Degree in Nursing with a specialized focus on clinical leadership and management. While being an ER Nurse, Nam-Phuong aspired to impact patient care on a broader scale. Seizing an unexpected opportunity, she transitioned into the realm of electronic medical record (EMR) implementations, marking the commencement of a dynamic career that has spanned two decades. Throughout her tenure in clinical information technology, Nam-Phuong has held consulting roles in a large international EMR firm, as well as leadership roles in both informatics and inpatient application domains in large acute care organizations. Her efforts to enhance healthcare through IT solutions have played a part in contributing to improving patient care and safety. Beyond her professional pursuits, Nam-Phuong enjoys experimenting with culinary creations in her kitchen, maintaining an active lifestyle through exercise, and exploring sun-soaked destinations. Her passion for leveraging technology to enhance patient outcomes, coupled with her passion to help the underserved, exemplifies her commitment to excellence for ICHS.
